FEMA Preparing For A Major Event In Region III

Following the bread crumb trail of FEMA orders, retired State Senator Sheldon R. Songstad of South Dakota State issued an “Emergency Fema Region 3 Alert!!!,” on August 13th.

Region three is comprised of; Washington DC, Delaware, Maryland, Pennsylvania, Virginia, and West Virginia.

Songstad’s research turned up some very interesting facts. Each item on its own could go unnoticed, but the collective facts may be worthy of your attention and scrutiny. The U.S. government appears to be preparing for a major event. It appears that this event is being staged for approximately Oct. 1st. Let’s look at the numbers and dates.

UN Peacekeepers began training the 4th week of July and will complete their nine week training by October 1st. They are learning English, as well as US weapon systems and Urban Warfare training.

How many troops are training? 386,000 troops!

The Center of Disease Control ordered $11 million worth of antibiotics. Where are they going? FEMA Region lll. When are they due? October 1st. This coupled with the fact that the World Health Organization held an emergency meeting, its second such meeting in its history, to discuss MERS Coronavirus. This is quite unsettling. The WHO determined that a vaccine MUST be in place by October 1st.

Periodic testing of GPS and Communications satellites is normal, but coordinating their testing for the first time, with a testing date of September 29th, is noteworthy.

All DHS agents MUST now qualify with sidearm, shotgun and AR 15’s by September 28th. Less lethal qualifications are not mentioned. Has one eye brow raised? The DHS will receive 2800 Mine-Resistant Ambush Protected vehicles (MRAP’s) that must be delivered by October 1st.

All National Guard units will complete their annual two week training in riot control and disaster assistance. All units MUST have their training complete by September 30th. However, the Eastern-based Coast Guard units will not be performing their usual training in the Gulf, this year they will be trained in Virginia and Delaware for 10 days beginning September 26th.  Read more >>

Piles of trash built up in Rockaways section of Queens


In street after street, house after house, Rockaways residents are trying to cope with tons of sand and a deluge of water that ripped apart fences, turned cars upside down and left homes flooded.

Residents said they had not heard from the Federal Emergency Management Agency, nor have they seen a single representative of the Red Cross or the city.

Insurance adjusters have told some residents it will be 10 days before they can come out to assess claims. Nearly a week after the storm, residents saw the first power company crews walking the block. The crews, while sympathetic, said they had no way to know how long it might be before power could be restored.

Coyne's house is splattered with blobs of muddy sand up to a height of about 14 feet that look as if they've been shot onto the siding.

When volunteers arrived to help the storm victims, they found residents surveying the damage with blank stares. Some were crying. Many had only just started cleaning up. Read more >>

Oil cleanup workers stay in banned formaldehyde-laden FEMA trailers

The FEMA trailers had such high levels of formaldehyde that the government banned them from ever being used for long-term housing again. But that hasn't stopped a contracting firm in Louisiana from selling the banned FEMA trailers to oil cleanup workers for housing.

“These are perfectly good trailers,” Ron Mason, owner of a disaster contracting firm, Alpha 1, said, adding that he has leased land in and around Venice for 40 more trailers that are being delivered from Texas in the coming weeks. “Look, you know that new car smell? Well, that’s formaldehyde, too. The stuff is in everything. It’s not a big deal.”

“It stunk to high heaven,” said Thomas J. Sparks, a logistics coordinator for the Marine Spill Response Corporation, as he stood in front of the FEMA trailer that was provided to him by a company working with his firm. Mr. Sparks said the fumes in the trailer from formaldehyde, a widely used chemical in building materials like particle board, were so strong that he had asked his employer to provide him with a non-FEMA trailer.

The trailers — which are being resold for $2,500 and up — started down their road to infamy after Hurricane Katrina in August 2005, when FEMA officials ordered nearly $2.7 billion worth of trailers and mobile homes to house victims of the storm.

Within months, some of these residents began complaining about breathing problems and burning eyes, noses and throats. One man who had complained about fumes was found dead in his trailer in June 2006.

Federal officials later discovered that formaldehyde — an industrial chemical that can cause nasal cancer, aggravates respiratory problems and may be linked to leukemia — was present in many of these housing units in amounts that exceeded federal limits. Scientists have since concluded that the high levels of formaldehyde found in the trailers probably resulted from cheap wood and poor ventilation. FEMA has produced other models and later batches of the trailers that do not have the health risks that the trailers built for Hurricane Katrina victims did.

But federal officials have struggled to figure out what to do with the contaminated trailers, which have cost nearly $130 million a year to store and maintain, according to federal records. As a result, the government decided to sell the trailers in 2006. The trailers have found a ready market in the gulf.

These trailers should have been destroyed.
Federal records indicate that of the hundreds of companies and individuals who have bought the trailers, dozens are in Louisiana. They include Henderson Auctions, which bought 23,636 units for $18 million, and Kite Brothers RV, which bought 6,511 mobile homes and travel trailers for $16 million.

Methane gas and Corexit toxic rain will force evacuation and long-term abandonment of cities

Government Insiders: Get Ready for the Gulf "Dead Zone"

Bad news concerning the Gulf oil disaster continues to come from WMR's federal government sources in the Federal Emergency Management Agency (FEMA) and the US Army Corps of Engineers. Emergency planners are dealing with a prospective "dead zone" within a 200 mile radius from the Deepwater Horizon disaster datum in the Gulf.

A looming environmental and population displacement disaster is brewing in the Gulf. The oil dispersant used by BP, Corexit 9500, is seen by FEMA sources as mixing with evaporated water from the Gulf and absorbed by rain clouds producing toxic precipitation that threatens to continue killling marine and land animals, plant life, and humans within a 200-mile radius of the Deepwater Horizon disaster site in the Gulf.

Adding to the worries of FEMA and the Corps of Engineers is the large amounts of methane that are escaping from the cavernous grotto of oil underneath the Macondo drilling area of Gulf of Mexico.

On a recent visit to the Gulf coast, President Obama vowed that the Gulf coast will "return to normal." However, federal officials dealing with the short- and long-term impact of the oil disaster report that the "dead zone" created by a combination of methane gas and Corexit toxic rain will force the evacuation and long-term abandonment of cities and towns within the 200-mile radius of the oil volcano.
Plans are being put in place for the mandatory evacuation of New Orleans, Baton Rouge, Mandeville, Hammond, Houma, Belle Chase, Chalmette, Slidell, Biloxi, Gulfport, Pensacola, Hattiesburg, Mobile, Bay Minette, Fort Walton Beach, Panama City, Crestview, and Pascagoula.

The toxic rain from the Gulf is expected to poison fresh water reservoirs and lakes, streams, and rivers, which will also have a disastrous impact on agriculture and livestock, as well as drinking water, in the affected region.

FEMA officials also claim that the $20 billion compensation fund set aside by BP is not nearly enough to offset the costs of the disaster. The FEMA sources say the disaster will cost well in excess of $1 trillion, and likely closer to $2-3 trillion.

Solar Storms Could Be Earth's Next Katrina

Every few decades, the sun experiences a particularly large storm that can release as much energy as 1 billion hydrogen bombs. Officials from Europe and the U.S. say an event like that could leave millions on Earth without electricity, running water and phone service.

That was their conclusion after participating in a tabletop exercise that looked at what might happen today if the Earth were struck by a solar storm as intense as the huge storms that occurred in 1921 and 1859.

Solar storms happen when an eruption or explosion on the surface of the sun sends radiation or electrically charged particles toward Earth. Minor storms are common and can light up the Earth's Northern skies and interfere with radio signals.

Every few decades, though, the sun experiences a particularly large storm. These can release as much energy as 1 billion hydrogen bombs.

How Well Can We Weather The Solar Storm?

The exercise, held in Boulder, Colorado, was intended to investigate "what we think could be close to a worst-case scenario," says Tom Bogdan, who directs the Space Weather Prediction Center in Boulder. The Center is a part of the National Oceanic and Atmospheric Administration.

"It's important to understand that, along with other types of natural hazards, (solar) storms can cause impacts," says Craig Fugate, Administrator of the Federal Emergency Management Agency (FEMA), who also took part in the tabletop exercise.

Bogdan and Fugate say that eventually there will be another storm as big as the ones in 1921 and 1859 — a sort of solar Katrina.

But the impact is likely to be far worse than in previous solar storms because of our growing dependence on satellites and other electronic devices that are vulnerable to electromagnetic radiation.

In the tabletop exercise, the first sign of trouble came when radiation began disrupting radio signals and GPS devices, Bogdan says.

Ten or 20 minutes later electrically charged particles "basically took out" most of the commercial satellites that transmit telephone conversations, TV shows and huge amounts of data we depend on in our daily lives, Bogdan says.

"When you go into a gas station and put your credit card in and get some gas," he says, "that's a satellite transaction."

Disabled Satellites Are Just The Beginning

The worst damage came nearly a day later, when the solar storm began to induce electrical currents in high voltage power lines. The currents were strong enough to destroy transformers around the globe," Bogdan says, leaving millions of people in northern latitudes without power.

Without electricity, many people also lost running water, heat, air conditioning and phone service. And places like hospitals had to rely on emergency generators with fuel for only two or three days, Bogdan says.

In many ways, the impact of a major solar storm resembles that of a hurricane or an earthquake, says Fugate.

But a solar Katrina would cause damage in a much larger area than any natural disaster, Fugate says. For example, power could be knocked out almost simultaneously in countries from Sweden to Canada and the U.S., he says. So a lot more people in a lot more places would need help.

Individuals don't need to make any special preparation for a solar storm, Fugate says. The standard emergency kit of water and food and first aid supplies will work just fine.

"If you've got your family disaster plan together, you've taken the steps, whether it be a space storm, whether it be a system failure, whether it be another natural hazard that knocks the power out," Fugate says.

Governors resist Pentagon efforts to seize state control

Rumors of impending martial law can no longer be relegated to the tin foil ramblings of dirty bearded men who direct traffic in the streets. The public got their first official clue last October when Congressman Brad Sherman disclosed that House members were told there would be martial law in America if they voted "no" on the bailout.

The U.S. Department of Homeland Security and Federal Emergency Management Agency conducted National Level Exercises on U.S. soil in late July 2009.

So it comes as no surprise to read in The Hill that two governors, Vermont Gov. Jim Douglas (R), and West Virginia Gov. Joe Manchin (D), oppose a new Defense Department proposal to seize control of state autonomy and command in an emergency. The governors wrote a letter to the Pentagon and told them to shove it where the sun don't shine.

"Vermont Gov. Jim Douglas (R), chairman of the National Governors Association, and Vice Chairman Gov. Joe Manchin (D) of West Virginia penned a letter opposing the Pentagon proposal, which they said would hinder a state's effort to respond to a disaster."

The letter comes as the Pentagon proposes a "legislative fix that would give the secretary of Defense the authority to assist in response to domestic disasters and, consequently, control over units stationed in an affected state" -- Orwellian double-talk for federally sanctioned martial law.

"We are concerned that the legislative proposal you discuss in your letter would invite confusion on critical command and control issues, complicate interagency planning, establish stove-piped response efforts, and interfere with governors’ constitutional responsibilities to ensure the safety and security of their citizens," Douglas and Manchin wrote to Paul Stockton, assistant secretary of Defense for Homeland Defense and America's Security Affairs.

What Is FEMA Planning For Our Children?

I can understand government suggested guidelines to unite children with their parents in the event of an emergency or disaster, but why create an entire "Children's Working Group"? This bulletin was posted on FEMA's website, and smacks of a Nazi-like induction of our children into an Owellian structured, federally controlled clearinghousel.

The plan calls for FEMA to supervise "incorporation of children into national planning scenarios and exercises". Any guidance and support of our children during an emergency can be coordinated locally, without FEMA supervision and federal control.

WASHINGTON, D.C. -- While testifying before the Senate Ad Hoc Subcommittee on Disaster Recovery today, the Department of Homeland Security's Federal Emergency Management Agency (FEMA) Administrator Craig Fugate announced the creation of a "Children's Working Group."

The working group will allow FEMA and its partners to explore and implement planning and response strategies specific to children throughout the agency and ensure that during a disaster the unique needs of children are not only considered, but fully integrated into how FEMA administers this support to states and the public.

"It is time for special needs populations, whether children or any other segment of our communities who have traditionally been underserved, to be more fully and consistently integrated into preparedness and planning efforts at every level of government," Administer Fugate said. "Children are a part of every community. We must understand and address their needs from the outset, recognizing that they are not simply small adults. That means not putting the considerations specific to children in a separate box, but incorporating them into our planning on the front end."

The Children's Working Group will be composed of FEMA employees across multiple directorates and offices to ensure coordination and action, and will report directly to the Office of the Administrator. The working group will be chaired by Tracy Wareing, counselor to Secretary Napolitano for FEMA.

Areas of focus of the Children's Working Group will include:

* Child-specific guidance as to evacuation, sheltering, and relocation;
* Tracking and reunification of families;
* Coordinated case management supports;
* Enhanced preparedness for child care centers and schools as well as for children in child welfare and juvenile justice systems;
* Enhanced national planning, including incorporation of children into national planning scenarios and exercises;
* Incorporation of children's needs into grant guidance;
* Improved recovery coordination across the federal family and with state and local partners in support of children's education, health and housing;
* Consideration as to how the federal family can help ensure child care centers are able rebuild and restore services more quickly following a disaster, and;
* Increased public awareness efforts to educate families and protect children during disasters.

FEMA's mission is to support our citizens and first responders to ensure that as a nation we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards.

Prepare for H1N1 Martial Law This Fall

The U.S. Department of Homeland Security and Federal Emergency Management Agency began conducting National Level Exercises two days ago on July 27. The exercises are scheduled to continue until Friday, July 31. These exercises are a dress rehearsal. Today, CNN claims Defense Department officials announced the U.S. military wants to establish regional teams of military personnel to assist civilian authorities in the event of a significant outbreak of the H1N1 virus this fall.The Defense Department is awaitng final approval from Defense Secretary Robert Gates.

The plan calls for military task forces to work in conjunction with the Federal Emergency Management Agency. There is no final decision on how the military effort would be manned, but one source said it would likely include personnel from all branches of the military. It has yet to be determined how many troops would be needed and whether they would come from the active duty or the National Guard and Reserve forces.

Civilian authorities would lead any relief efforts in the event of a major outbreak, the official said. The military, as they would for a natural disaster or other significant emergency situation, could provide support and fulfill any tasks that civilian authorities could not, such as air transport or testing of large numbers of viral samples from infected patients.

As a first step, Gates is being asked to sign a so-called "execution order" that would authorize the military to begin to conduct the detailed planning to execute the proposed plan.

Orders to deploy actual forces would be reviewed later, depending on how much of a health threat the flu poses this fall, the officials said.

On July 13, a World Health Organization (WHO) Global Alert headlined, "WHO recommendations on pandemic (H1N1) 2009 vaccinations" suggest that universally mandated ones are coming. It stated that on July 7, the pharmaceutical industry-dominated Strategic Advisory Group of Experts (SAGE) on Immunization held an "extraordinary meeting in Geneva to discuss issues and make recommendations related to vaccine for the pandemic (H1N1) 2009."

There's no pandemic nor until recently a single death anywhere attributable to Swine Flu. Yet WHO said the virus "is considered unstoppable," while admitting little evidence of spread so far, most cases are mild, and many people recover unaided. Nonetheless, all countries will need vaccines and should follow these priorities as initial supplies will be limited:

-- immunize health care workers "to protect the essential health care infrastructure;" then

-- pregnant women; children over six months of age "with one of several chronic medical conditions;" healthy young adults aged 15 - 49; healthy children; healthy adults aged 50 - 64; and finally healthy adults aged 65 or older.

WTO suggested the risks in stating "new technologies are involved in the production of some pandemic vaccines, which have not yet been extensively evaluated for their safety in certain population groups..." As a result, "post-marketing surveillance" and "post-marketing safety and effectiveness studies" are essential so that countries can adjust their vaccination policies.

WHO "recommendations" are binding on all 194 member countries in case a pandemic emergency is declared under the 2005 International Health Regulations Act and April 2009 WHO pandemic plan.

It's crucial to understand that these vaccines are experimental, untested, toxic and extremely dangerous to the human immune system. They contain squalene-based adjuvants that cause a host of annoying to life-threatening autoimmune diseases. They must be avoided, even if mandated. It's also known that vaccines don't protect against diseases they're designed to prevent and often cause them. They should be banned but proliferate anyway because they're so profitable, and if globally mandated to the greatest extent ever.

Get ready because that's precisely what's coming - universal orders to risk toxic vaccine hazards. In the coming weeks, the dominant media globally will get into high gear fear-mongering mode to convince people voluntarily to submit to jeopardizing their health and well-being. It's essential to refuse and be safe and international law absolutely protects us.

U.S. Martial Law Exercises July 27

The U.S. Department of Homeland Security and Federal Emergency Management Agency will conduct National Level Exercises related specifically to "terrorism prevention and protection" on U.S. soil from July 27 thru July 31, 2009. The exercises will cover the Washington D.C. area, and the states of Arkansas, Louisiana, New Mexico, Oklahoma and Texas. The exercises will also involve troops from Australia, Canada, Mexico and the United Kingdom.

According to Media Monarchy, "Northrop Grumman [ a corrupt government contractor akin to Halliburton] will conduct and evaluate the 2009 Tier 1 National Level Exercise, which is the largest and most complex national disaster drill conducted by FEMA’s National Exercise Division"

Source Watch claims: "Northrop Grumman is the third largest arms manufacturer in the world. The US company generates $18.7bn in revenue from its defense operations. Products areas include defense electronics, warships, radar and missile systems and space systems. Specific products include the B-2 Stealth Bomber and the Global Hawk Unarmed Aerial Vehicle. The company employs approximately 120,000 people worldwide, serving U.S. and international military, government and commercial customers.

"The company spent $16,729,865 for lobbying in 2006. Of this total, $1,336,995 went to 17 outside lobbying firms or individual lobbyists including The Livingston Group and Morris Amitay.

"In December 2001, CommonDreams.org wrote about Northrop Grumman's lobbying, "It doesn't hurt that Northrop Grumman has friends in high places, like Secretary of the Air Force James Roche, former Northrop Grumman Electronics Systems chief. Since September 11th, Roche has emphasized the need for more spending on intelligence systems, specifically mentioning Northrop Grumman's AWACS plane. Not content to rest on its laurels, the company is lobbying Congress for a $300 million to upgrade the $1.3 billion B-2 Stealth Bomber, which has successfully completed bombings run in Afghanistan."

According to Washington Technology, "Northrop Grumman Corp. spent $5.6 million to lobby the federal government in the first six months of 2007, the highest amount spent among the largest federal IT contractors, according to the latest disclosure forms filed with the Senate."

Congressman Brad Sherman: Martial Law if We Voted No



October 2, 2008, U.S. House of Representatives. Congressman Brad Sherman [D-CA] asks:

"But why are we bailing out the Bank of China? Why are we bailing out the Saudi royal family?...

The only way they can pass this bill is by creating and by sustaining a panic atmosphere...

A few Members were even told that there would be martial law in America if we voted ``no.''



National Level Exercise 2009 (NLE 09)

National Level Exercise 2009 (NLE 09) is scheduled for July 27 through July 31, 2009. NLE 09 will be the first major exercise conducted by the United States government that will focus exclusively on terrorism prevention and protection, as opposed to incident response and recovery.

NLE 09 is designated as a Tier I National Level Exercise. Tier I exercises (formerly known as the Top Officials exercise series or TOPOFF) are conducted annually in accordance with the National Exercise Program (NEP), which serves as the nation's overarching exercise program for planning, organizing, conducting and evaluating national level exercises. The NEP was established to provide the U.S. government, at all levels, exercise opportunities to prepare for catastrophic crises ranging from terrorism to natural disasters.

NLE 09 is a White House directed, Congressionally- mandated exercise that includes the participation of all appropriate federal department and agency senior officials, their deputies, staff and key operational elements. In addition, broad regional participation of state, tribal, local, and private sector is anticipated. This year the United States welcomes the participation of Australia, Canada, Mexico and the United Kingdom in NLE 09.

EXERCISE FOCUS

NLE 09 will focus on intelligence and information sharing among intelligence and law enforcement communities, and between international, federal, regional, state, tribal, local and private sector participants.

The NLE 09 scenario will begin in the aftermath of a notional terrorist event outside of the United States, and exercise play will center on preventing subsequent efforts by the terrorists to enter the United States and carry out additional attacks. This scenario enables participating senior officials to focus on issues related to preventing terrorist events domestically and protecting U.S. critical infrastructure.

NLE 09 will allow terrorism prevention efforts to proceed to a logical end (successful or not), with no requirement for response or recovery activities.

NLE 09 will be an operations-based exercise to include: activities taking place at command posts, emergency operation centers, intelligence centers and potential field locations to include federal headquarters facilities in the Washington D.C. area, and in federal, regional, state, tribal, local and private sector facilities in FEMA Region VI, which includes the states of Arkansas, Louisiana, New Mexico, Oklahoma and Texas.

EXERCISE OBJECTIVES

Through a comprehensive evaluation process, the exercise will assess prevention and protection capabilities both nationally and regionally. Although NLE 09 is still in the planning stages, the exercise is currently designed to validate the following capabilities:

  • Intelligence/Information Sharing and Dissemination
  • Counter-Terrorism Investigation and Law Enforcement
  • Air, Border and Maritime Security
  • Public and Private Sector Alert/Notification and Security Advisories
  • International Coordination

VALIDATING THE HOMELAND SECURITY SYSTEM

Exercises such as NLE 09 are an important component of national preparedness, helping to build an integrated federal, state, tribal, local and private sector capability to prevent terrorist attacks, and rapidly and effectively respond to, and recover from, any terrorist attack or major disaster that occurs.

The full-scale exercise offers agencies and jurisdictions a way to test their plans and skills in a real-time, realistic environment and to gain the in-depth knowledge that only experience can provide. Participants will exercise prevention and information sharing functions that are critical to preventing terrorist attacks. Lessons learned from the exercise will provide valuable insights to guide future planning for securing the nation against terrorist attacks, disasters, and other emergencies.
