Some families to be priced out of health overhaul

Some families could get priced out of health insurance due to what's being called a glitch in President Barack Obama's overhaul law. IRS regulations issued Wednesday failed to fix the problem as liberal backers of the president's plan had hoped.

As a result, some families that can't afford the employer coverage that they are offered on the job will not be able to get financial assistance from the government to buy private health insurance on their own. How many people will be affected is unclear.

The Obama administration says its hands were tied by the way Congress wrote the law. Officials said the administration tried to mitigate the impact. Families that can't get coverage because of the glitch will not face a tax penalty for remaining uninsured, the IRS rules said.

"This is a very significant problem, and we have urged that it be fixed," said Ron Pollack, executive director of Families USA, an advocacy group that supported the overhaul from its early days. "It is clear that the only way this can be fixed is through legislation and not the regulatory process."

But there's not much hope for an immediate fix from Congress, since the House is controlled by Republicans who would still like to see the whole law repealed. Read more >>

To save money, a 5th of Americans won't celebrate Independence Day

A fifth of Americans 21% said they don't plan to celebrate Independence Day and those who are plan to spend less than last year, according to a survey released Sunday of a little more than 1,000 people by Visa.

That's up from the 18% who said they weren't joining in July 4 festivities last year. Those who plan to celebrate are spending an average of $191 on everything from travel to food to fireworks, down from $216 last year, according to a survey released Sunday by Visa.

On the other hand, nearly half of those celebrating will watch or light fireworks, according to a monthly consumer survey by the National Retail Federation. And close to 68% of consumers said they'll host or attend a barbecue, the most in the nine-year history of the NRF survey. Read more >>

Holiday returns to hit record $46 billion

Whether it's the wrong size, wrong style or just plain weird, shoppers will return $46.28 billion in holiday merchandise, a record high, according to the National Retail Federation.

This year, shoppers are bringing items back even before those presents are wrapped or bows are tied. That's partly a result of record-breaking sales on Black Friday and Cyber Monday, when buyers flocked to stores like Target, Wal-Mart and Best Buy.

"Higher sales will bring higher return amounts," said Kathy Grannis, a spokeswoman for the NRF. Some gift buyers are bringing purchases back now to take advantage of additional markdowns retailers are making in the days before Christmas, explained Candace Corlett of WSL Strategic Retail, a New York-based consulting firm.
